URL for calling Spring Webflow actions

Is it possible to call Spring webflow actions? I'm using 3.6 and SWF 2.0
In JSF I can call href=${flowExecutionUrl}&_eventId=transitionId and it'll invoke my flowexecutor.
Why can't I use that instead of self=@{action(transitionId)}?
